Darryl Samuels is the Project Manager for The University of Texas Bonding and Technical Assistance Program (UTS-BTAP). He is responsible for the day-to-day operations of the program, including outreach, assessments, technical assistance, and reporting. Mr. Samuels has been a Senior Consultant with the Houston MBDC for the past six years. During this time he has prepared loan packages, completed SBA 8(a) applications, developed business and marketing plans, and assisted contractors with bid preparation, bond applications and contract negotiation. He has also spearheaded the use of the Global Business Information System (GBIS) in MBDA's Dallas Region.
Mr. Samuels
was previously an Adjunct Professor in the Public Affairs Department
of Texas Southern University. He was also a Field Representative in
TSU's Economic Development Center where he helped develop several small
business development programs. He was also instrumental in the planning
and creation of a Community Development Corporation (CDC) in northeast
Houston and the construction or repair of inner city housing as the
Housing Director of the Houston Area Urban League. Mr. Samuels has a
B.A. in Political Science, an M.A. in Community and Regional Planning,
and an M.A. in Public Administration, all from Iowa State University.
